Hawaii / annual passenger registration
Hawaii vehicle registration fee calculator
Hawaii collects both state and county vehicle charges. Start with the registered net weight, then select the county and propulsion. Honolulu passenger components are calculated automatically. For Hawaii, Maui and Kauai counties, enter the confirmed local charges separately so an Oahu rate is never silently used for another island.
Primary statutes, Honolulu fees and HDOT HiRUC rules checked October 1, 2026.

State tax uses the whole net weight
The annual state registration component is $46. The model separately includes the $5 Safe Routes to School surcharge required by HRS 249-37 and the $0.50 annual emblem charge. These are separate from weight taxes and any electric road-use amount.
HRS 249-33 sets state weight tax at 1.75 cents per pound through 4,000 pounds, 2 cents above 4,000 through 7,000, and 2.25 cents above 7,000 through 10,000. Above 10,000 pounds the state weight tax is a flat $300. The selected rate applies to the entire weight, not just pounds above a threshold.
A recorded 4,000-pound vehicle has $70 state weight tax; 4,001 pounds has $80.02. At 7,000 pounds it is $140, while 7,001 pounds produces $157.52 after cent rounding. Use the recorded net weight instead of GVWR. Do not add a new shipping-weight adjustment to an already established registration weight.
Honolulu example and the other counties
The 2026 Honolulu passenger county weight rate is 7 cents per pound with a $12 minimum. Ordinary county registration is $20 and the published beautification component is $10. A non-exempt 3,320-pound gas car has $58.10 state weight tax and $232.40 county weight tax. Including the $46 state fee, $20 county fee, $10 beautification, $0.50 emblem and $5 school-route surcharge gives $372.
Honolulu's older illustrative $367 total does not include that newer $5 surcharge. The calculator combines the published county components with the current statute rather than repeating the older total unchanged.
For Hawaii, Maui or Kauai, the remaining county amount must contain only the county weight tax, county registration and beautification charges. Do not paste the full renewal bill into that field: state charges, emblem and HiRUC are already calculated separately. An empty amount stays unresolved and prevents the displayed subtotal from implying that local charges are zero.
Military and other statutory exemptions require county review. Starting July 1, 2026, qualifying Honolulu veterans age 65 or older may receive an exemption from the $20 county registration fee for one vehicle. This ordinary non-exempt model does not automatically infer that eligibility.
HiRUC replaces the old electric surcharge
For electric renewals beginning July 1, 2025, Hawaii replaced the former $50 annual EV surcharge with a road-use choice: a $50 flat annual amount or 0.8 cents per assessed mile capped at $50. It is one road-use charge, not a new charge stacked on the old EV surcharge.
At 4,000 annual billable miles, HiRUC is $32. At 6,250 miles it reaches $50, and 8,000 miles remains $50. Enter the assessed annual mileage from the renewal process, not the car's lifetime odometer. A 4,000-pound Honolulu EV choosing the $32 example has $463.50 in the modeled components; the flat option gives $481.50.
Conventional and plug-in hybrids using petroleum fuel are not entered as fully electric here. Other non-petroleum alternative-fuel vehicles have separate statutory surcharge treatment. Safety inspection, service fees, late fees, new plates and transfer transactions remain outside these ordinary annual examples.
