Virginia Car Registration Fee & Highway Use Fee Calculator
A Virginia passenger car registration is $30.75 a year at 4,000 lbs or less or $35.75 at 4,001-6,500 lbs. A car rated 25 MPG combined or better also owes a highway use fee, and an electric car owes $135.63. That puts a light 30 MPG car at $59.23 before local charges.
DMV fee chart (DMV 201, revised 08/10/2026), HUF chart and multi-year rules rechecked October 12, 2026. HUF schedule: July 1, 2026 through June 30, 2027. Independent service, not Virginia DMV.
Fuel efficiency changes the bill
Compare the annual highway use fee
Virginia assesses a highway use fee, or HUF, on eligible fuel-efficient and electric vehicles. For fuel-powered vehicles, the threshold is a manufacturer combined rating of 25 MPG. A lower combined rating is exempt from HUF, not from ordinary registration. DMV also describes a model-year average rule where applicable; do not substitute your observed dashboard MPG for DMV's rating. [1]
The published formula uses 11,600 average miles, the current fuels-tax rate, a 23.7 MPG benchmark and an 85% factor. For this schedule the fuels tax is $0.326 per gallon. [2]
Annual HUF for 25+ MPG:
85% × [(11,600 × $0.326 ÷ 23.7) − (11,600 × $0.326 ÷ combined MPG)]
30 MPG example: the annual HUF rounds to $28.48. Add $30.75 passenger registration at or below 4,000 lbs for a $59.23 known subtotal, before any applicable local addition, local registration fee or discount. Personal property tax is not included.
Two- or three-year renewal: DMV's chart publishes the multi-year highway use fee as its own column rather than a multiple of the rounded annual figure. At 30 MPG it lists $56.97 for two years and $85.45 for three; the totals table adds the registration for each term. [2]
Higher HUF does not establish that a more efficient car costs more overall. This comparison omits fuel spending, purchase price, insurance, maintenance and all other ownership costs.
| Combined MPG | Annual HUF | With registration |
|---|---|---|
| 24 | $0.00 | $30.75 |
| 25 | $7.05 | $37.80 |
| 30 | $28.48 | $59.23 |
| 40 | $55.27 | $86.02 |
| 50 | $71.34 | $102.09 |
| 60 | $82.05 | $112.80 |
| 100 | $103.48 | $134.23 |
Model-generated examples checked against DMV's 2026 chart. Published estimates can vary through rounding. Two- and three-year HUF figures are not obtained by multiplying an already rounded one-year fee. Full official HUF chart (PDF).
Renewing for longer
Virginia 2- and 3-year registration totals
A multi-year renewal pays every annual registration fee once per year of the term: Code of Virginia §46.2-646 says annual and 12-month fees "shall be multiplied by the number of years" chosen. The highway use fee is the exception that is not a straight multiple, because DMV prints separate two- and three-year columns. [6] [2]
At 30 MPG and 4,000 lbs or less, a two-year renewal comes to $118.47 ($61.50 registration + $56.97 HUF) and a three-year renewal to $177.70 ($92.25 + $85.45). A car in the 4,001-6,500 lb class adds $10.00 over two years or $15.00 over three.
DMV advertises a multi-year discount for eligible renewals: $3 online or $2 by mail, phone or in person for two years, and $4 online or $3 otherwise for three. The table leaves it out because eligibility is DMV's call. Under 25 MPG no HUF applies, so the term total is registration alone. Electric vehicles are not in the table: the chart prints only the $135.63 annual EV fee. [5]
| Combined MPG | 1 year | 2 years | 3 years |
|---|---|---|---|
| 25 | $37.80 | $75.61 | $113.41 |
| 30 | $59.23 | $118.47 | $177.70 |
| 35 | $74.54 | $149.08 | $223.62 |
| 40 | $86.02 | $172.04 | $258.06 |
| 50 | $102.09 | $204.18 | $306.27 |
| 60 | $112.80 | $225.61 | $338.42 |
| 100 | $134.23 | $268.47 | $402.71 |

Start with the vehicle class
Passenger registration uses weight, not assessed value
The DMV fee chart lists $30.75 for passenger vehicles weighing 4,000 lbs or less and $35.75 for 4,001-6,500 lbs. Different rows apply to pickup trucks, rentals, for-hire vehicles, motorcycles and other classes. This calculator does not turn those into passenger estimates. [3]
An original title is a different service from annual registration: DMV 201 lists it at $15. Buying a vehicle also brings the motor vehicle sales and use tax, 4.15% of the sale price with a $75 minimum, and transfer charges. [3] Use the Virginia agency-quote worksheet for those transactions rather than adding a renewal subtotal to a dealer's all-in amount.
Electric vehicles
The current HUF chart lists a $135.63 annual electric-vehicle fee. It is a separate HUF component, not the entire registration fee. [2]
For an ordinary EV weighing 4,001-6,500 lbs, with the listed Northern Virginia $2 addition and no local registration fee, the known subtotal is $173.38: $35.75 + $135.63 + $2. Exemptions, plate charges, property tax and discounts remain separate.

Three different local amounts
Do not confuse registration, inspection and property tax
- $2 registration addition
- The DMV fee chart lists this addition when the vehicle is garaged in Arlington, Fairfax, Loudoun, Prince William or Stafford county, or Alexandria, Fairfax, Falls Church, Manassas or Manassas Park city. It is not the inspection station's full bill. [3]
- Local vehicle registration fee
- DMV's Local Vehicle Registration Program can collect applicable locality fees. Enter the amount on your notice; do not assume every locality charges the same amount, and do not enter property tax in this field. [3]
- Personal property tax
- This is outside the registration calculation. Unpaid property tax can also be a stop on your DMV record and affect program eligibility. Obtain your locality's actual assessment and resolve any record stop separately. [4]
A decision before you renew
Annual HUF or Mileage Choice?
Virginia's voluntary Mileage Choice Program lets eligible drivers pay HUF per mile instead of paying the full annual HUF at renewal. DMV states that participants do not pay more than their annual HUF, even if they drive more. This is an alternative way to pay the highway use fee, not a waiver of registration. [4]
Enroll before renewal. DMV says customers need an eligible vehicle that is up for renewal and no stops on their record. Enrollment is through Emovis, the program operator, and involves its agreement, a mileage-reporting device and an initial odometer reading through a smartphone app. Read those terms and data practices before deciding.
Compare through the official tool
The receipt above assumes HUF paid in full. It does not predict your miles, eligibility or savings, and it does not subtract an imagined Mileage Choice discount.

Review the vehicle class, garaging locality and HUF rating on your notice first. If the MPG rating appears wrong, DMV offers a HUF review request; its guidance says that process may be used once per vehicle. [1]
DMV advertises a $1 discount for online renewal. This calculator shows undiscounted components because it does not establish your eligibility or processing method. The agency asks you to allow 15 days for new decals before contacting DMV. [5]
